Coral Springs - Benchmarking

City Team Wins Award for Mobile Motorcycle Computer Solution

The City’s Citation System Improvement Team (CSI) recently won the top award at the Florida Sterling Region 6 Performance Excellence Showcase Competition, and will be representing the City of Coral Springs and all of southeast Florida at the statewide competition in June.

Thanks to the hard work of the CSI Team, the Coral Springs Police Traffic Unit is now on the cutting edge with the use of electronic citations. Equipped with their motorcycle, radar unit, laptop and printer, the enforcement of traffic violations is more efficient for both the motor officer and the public. Multiple tickets and violations are not a problem, as citations are no longer handwritten; they are printed, legible, and created at a speed that the human hand can’t rival. Most information needed to fill out each citation is downloaded through a wireless connection with a State database.

After a motorcycle officer pulls over a driver for a violation and obtains the driver’s license, insurance and registration, the officer opens the back box of the motorcycle and pulls out the computer tray, creating a desktop-like environment. Then using the computer, the driver’s license is checked. This information is then automatically copied to a form creating a citation, at which point the officer can input all the data needed and then print the citation.

Combining the expertise of team members from three departments – Police, Information Services, and Fleet Services – the CSI Team designed a process that allows City officers to issue and process traffic citations faster (down from 15 minutes to 9 minutes), and better (from a printer, not handwritten). And there’s no need for the Records Unit to enter each citation into their database; the citation information is automatically uploaded.

The Traffic Unit’s productivity increase is equivalent to hiring three new officers, which saves the City $350,000 in the first year and more than $1.5 million in the first five years.
